Is Penang’s RM46b transport master plan a mistake?

The Penang Transport Master Plan or PTMP, at RM46 bil, will be among the largest infrastructure projects in the country vying with the likes of the Kuala Lumpur transport system of over RM50 bil and the East Coast Rail Link costing RM44 bil.

At the heart of the financing plan for the project is a highly controversial land reclamation project which aims to raise RM70 bil, the proceeds of which will be used to pay for the project costs. However, no cost and revenue projections or time period are publicly available.

While Penang Chief Minister Chow Kon Yeow touts it as a comprehensive and strategic plan which will bring benefits to all Penangites, a number of NGOs and other organisations under the Penang Forum are aghast at the huge costs and doubtful of how the funds would be raised.
