95pc Malaysians use below 180 litres monthly, says treasury chief

THE government’s 300-litre monthly petrol subsidy quota under the Budi Madani RON95 (Budi95) programme is sufficient for normal personal use, said treasury secretary-general Datuk Johan Mahmood Merican.

Citing government data, he said 95 per cent of Malaysians consume less than 180 litres of petrol per month, while fewer than 0.7 per cent use more than 300 litres. “Individual Malaysians only use an average of around 80 litres monthly,” he told Bernama.

Preliminary data for October showed that less than 0.1 per cent of eligible users had fully utilised their subsidy quota. Johan warned that raising the quota could increase risks of smuggling, especially in border states, noting that some motorcycle owners had already maxed out their quota, implying unrealistically high daily mileage.

The Budi95 programme, launched in stages since September 27, allows Malaysians aged 16 and above with valid driving licences to buy RON95 at RM1.99 per litre.

Johan added that the targeted subsidy will save about RM2.5 bil annually, which will be redirected to development and welfare spending. He said the policy reflects responsible fiscal management while sustaining economic growth and investor confidence. —Oct 19, 2025
