TRANSPARENCY International Malaysia (TI-M) has urged the government to ensure robust oversight and accountability mechanisms in the RM4 bil Kota Madani project in Putrajaya, describing it as a high-risk, high-value development requiring independent monitoring.
Responding to Prime Minister Anwar Ibrahim’s call to expedite construction, TI-M president Raymon Ram said no large-scale public project should proceed without proactive governance. “Transparency and accountability must be embedded at every stage, not applied after the fact,” he said in a statement.
Raymon noted that while the Government Procurement Act 2025 lays a strong foundation for transparent and competitive procurement, it still lacks external oversight provisions. He proposed adopting “integrity pacts” and appointing independent expert monitors to strengthen legitimacy and safeguard public interest.
He stressed that oversight does not slow progress but enhances quality and credibility. “For a development of such symbolic and material importance, real-time oversight is not a luxury, it is a necessity,” he added.
Kota Madani, to be built on 41ha in Precinct 19, will feature 10,000 homes, community and commercial facilities, and green walkable spaces, with full completion targeted by 2032. —Oct 19, 2025
