THE proverbial Black Monday is gripping Negeri Sembilan (N9) following a retaliation by Negeri Sembilan (N9) Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir by firing with immediate effect all members of the state executive council (EXCO) except for Menteri Besar Datuk Ismail Lasim.
The past midnight sacking is in response to the declaration by the 10 state EXCO members on Sept 15 that Tuanku Muhriz was no longer the state ruler, according to a statement issued by Comptroller of Istana Seri Menanti Datuk Azizi Mohamad Ali.
The statement made it clear that the move by the state EXCO members is deemed as a violation of their Aug 7 oath of office and loyalty pledge when they were sworn in before Tuanku Muhriz himself.
It added that under Article XXXVII (5) of the State Constitution, members of the EXCO with the exception of the MB serve at the pleasure of the N9 ruler.
“Each of the individuals concerned has been informed of the revocation via a formal letter,” Azizi pointed out in the statement.

Consequently, Azizi stated that the MB must submit a list of candidates for the new state EXCO for Tuanku Muhriz’s consideration and royal assent in accordance with Article XXXVIII (2) of the Laws of the Constitution of Negeri Sembilan 1959.

- Datuk Mohd Razi Mohd Ali (Agriculture, Food Security and Cost of Living)
- Suhaimizan Bizar (Health, Unity, Information, National Integration and Non-Governmental Organisations (NGOs)
- Mohd Fairuz Mohd Isa (Entrepreneurship, Human Resources, Climate Change, Cooperatives and Consumer Affairs)
- Datuk Razali Abu Samah (Tourism, Arts, Culture and Heritage).
A seemingly pro-UMNO Mohd Izwan Dato Zakaria (@midz_81) described action by “the already dethroned 11th Yam Tuan Besar” as non-constitutional by “unilaterally dismissing the state EXCO without the four Undang (chieftains), without the Tunku Besar Tampin AND without the MB’s advice”.

This is when a constitutional ‘literate’ commenter alerted the corporate professional and business leader that there are firstly “two conditions to remain an EXCO member”.
“They’re (i) you hold office at the Ruler’s pleasure; and (ii) the MB still wants you, hence he doesn’t advise the Ruler to remove you. If the first condition is no longer met – meaning the Ruler is no longer pleased – out you go.”

All EXCO members of Nismilan (N9) have been dismissed immediately for violating their oath of loyalty.
The most embarrassing and humiliating episode is that upon winning the state election, they tried to overthrow Tuanku (Muhriz) but in the end, they themselves were the ones dismissed.
Remember their faces that now bear the shame and humiliation of being fired for treason and betrayal.
On a more serious note, political commentator Datuk Dr Sivasampoh Kannikuddy reckoned that “the issue is no longer whether BN & PN have enough ADUN” to be appointed as EXCO members.
Editor’s Note: The 36-seat N9 state assembly comprises BN (18), PN (seven) and Pakatan Harapan (PH) (11).
After excluding the dismissed EXCO members and MB, BN still has nine other state assemblymen while PN has five. Therefore, the BN-PN state government still has 14 unaffected state reps from whom replacements could theoretically be proposed.

“The actual question is whether Ismail Lasim after his entire EXCO was dismissed for breaching its oath to the ruler, the royal institution and the state constitution, still commands sufficient royal confidence to form a functioning administration,” stressed the good governance advocate.
