“Madani gov’t must declare pending tax refunds from 2020-2025, reveal who approve 5% upfront refund”

MADANI critic Datuk Eric See-To has pressured the Madani administration to list down total tax refunds the Inland Revenue Board (LHDN) owed taxpayers for end-2022, 2023, 2024 and 2025 “to prove that these arrears were not the result of the Madani government’s policies and occurred while Madani was in power”.

This follows the recent call by former finance minister Lim Guan Eng to Prime Minister Datuk Seri Anwar Ibrahim to raise the sum of refunds by LHDN to RM20 bil by January 2026 to enable “two million taxpayers owed tens of billions” to obtain their refunds.

“This RM20 bil will go a long way towards ensuring a joyous and prosperous Chinese New Year of the Horse in February (2026) for employers and their workers who can get better ang pows,” penned the Bagan MP and DAP adviser in a bilingual Facebook post.

Prior to that, PMX who is also the Finance Minister has agreed to increase the allocation for full refunds to RM4 bil from RM2 bil in December this year.

“The government must also disclose when and who approved the LHDN policy that limits refund payments to 5% in the first year, 10% in the second and third years, and the balance only be paid in the fourth year,” See-To who was the former Barisan Nasional (BN) strategic communication deputy director further demanded to know.

“This as well as the policy that prohibits refund arrears from being used as a set-off against new taxes.”

Biz, taxpayers bear the brunt

The deemed loyalist of disgraced former premier Datuk Seri Najib Razak contended that “if it’s proven that these two policies were introduced by the Madani government, then it means that they’ve misused public money and violated the law in order to reduce the deficit and slow down the increase in government debt”.

“This is not a small issue – this has the potential to be the biggest fiscal fraud of the Madani era – and action should be taken against the Finance Minister,” opined See-To.

“Delaying tax refunds will increase the government’s cash flow and falsely beautify the debt figure. The deficit may look smaller but the rakyat and businesses are bearing the brunt.”

In his latest post, See-To who previously blogged under the moniker Lim Sian See also shared the hardship faced by award winning Malaysian recording artiste and actress Elizabeth Tan who recently wondered “why her company never got a tax refund but was immediately fined if it paid a little late”. – Dec 12, 2025
