A new gazette notification issued by the Attorney-General’s Chambers has reinstated the interstate travel restriction, with travellers crossing state borders required to obtain police permission.
Inspector-General of Police Tan Sri Abdul Hamid Bador had said on March 17 there was no need to go to a police station for interstate travel permission after the travellers formed long queues at police stations.
Earlier in the day, Bukit Aman had announced that all interstate travel would require permission from the police during the Movement Control Order (MCO) period.
The latest gazette notification also ruled that Malaysians should not move about within their vicinity except for special purposes or essential activities such as buying food or seeking medical treatment.
Also stressed was that no gatherings of a religious, cultural, social, sporting or recreational nature may take place, though funerals are allowed as long as attendance is kept to a minimum.
Malaysians or permanent residents have to go through a health screening upon arrival before being allowed to pass through immigration points.
Punishment for anyone going against the MCO was also stated – a fine of up to RM1,000, a six-month jail term, or both.
If the offence is committed by a corporate body, any person who, at the time of the commission of the offence, was a director, manager, secretary or other similar officer of the corporate body or who was acting in such a capacity and was involved in the offence may be charged separately or jointly with the corporate body.
The exception to this is if the offence was committed without that person’s knowledge, consent or connivance, and that the person took all reasonable precautions and had exercised due diligence to prevent the commission of the offence. – March 18, 2020
