Malaysia, Philippines partner on blockchain-based digital IDs

MALAYSIA and the Philippines have signed a memorandum of understanding (MOU) to develop blockchain-based digital identity infrastructure, paving the way for secure cross-border verification of government-issued credentials and faster access to digital services.

Under the collaboration, Malaysia’s Zetrix blockchain platform will serve as the underlying protocol for the Philippines’ public blockchain infrastructure, marking its second deployment as a sovereign-grade national blockchain after Malaysia.

The MOU was signed between Zetrix Philippines Inc., My Blockchain Infrastructure Sdn Bhd, a joint venture between Zetrix AI Berhad and MIMOS Berhad, and the Philippines’ Department of Information and Communications Technology (DICT).

The collaboration aims to implement and operationalise the Philippines’ national blockchain infrastructure while supporting applications such as digital identity verification, authentication of government-issued credentials and trade facilitation.

The initiative will also enable interoperability between the national digital identity systems of Malaysia and the Philippines, allowing government-issued credentials to be verified securely across borders.

DICT Secretary Henry R. Aguda said the partnership would improve the way citizens access digital government services.

“The initiative is about making trust portable across systems and borders. Through this collaboration, we can make the verification of government-issued credentials more secure and efficient across systems,” he remarked.

“More importantly, it helps remove unnecessary friction so citizens can access services faster and with greater confidence wherever they are.”

Zetrix AI group managing director TS Wong described the agreement as an important milestone in strengthening regional digital connectivity.

“We are grateful for the confidence placed in us by the Government of the Philippines for Zetrix to be the prime mover in leading the Web3 revolution for the Filipino people,” he stated.

“This milestone marks another important step forward in our vision of bringing countries in the region onto a common integrated ecosystem, helping to advance economic growth through stronger regional cooperation.”

Launched in 2022, the Zetrix blockchain forms the foundation of the Malaysia Blockchain Infrastructure (MBI), which was launched in April 2025. It also serves as the international supernode connecting to China’s national Xinghuo Blockchain Infrastructure.

According to the company, the blockchain platform supports applications including digital identity verification, customs clearance, stablecoins and digital voting.

Zetrix said the partnership builds on its nearly decade-long presence in the Philippines, where it provides digital government services to agencies including the Bureau of Internal Revenue, National Bureau of Investigation, Securities and Exchange Commission, Philippine Ports Authority and Bureau of Fisheries and Aquatic Resources. ‒ July 9, 2026
