No action against MBPJ officer in stray-dog round-up incident

NO action will be taken against the Petaling Jaya City Council (MBPJ) officer who had allegedly roughed up a senior citizen during a recent operation to capture stray dogs.

The city council confirmed this in a press statement today while saying that it will strive to improve procedures during “higher risk” operations to capture strays.

It also said that the senior citizen in question, 69-year-old Patrick Khoo, was not assaulted but struck “unintentionally”.

“Apart from referring the case to the police, MBPJ has conducted an internal investigation. The internal investigation committee has made recommendations to improve procedures during operations to capture stray dogs,” it said.

According to MBPJ, moving forward its officers will use body camera and collaborate with the police to conduct joint operations for higher risk operations.

It further said it will also invite representatives from NGOs and residents’ associations to observe its operations to ensure transparency.

In a video that went viral last month, a man can be seen in confrontation with an MBPJ enforcement team as he tries to protect his dogs from being captured.

The incident allegedly took place at Taman Kanagapuram, off Jalan Klang Lama, in Petaling Jaya, on March 23.

Khoo has since been charged in court with obstructing government officials from carrying out their duties.

He was charged under Section 186 of the Penal Code, which carries a maximum penalty of two years’ imprisonment, a maximum fine of RM10,000, or both if convicted. – April 11, 2023
