NRES advances green digital agenda with carbon neutral computing certs from ICT Zone, Starza

THE Natural Resources and Environmental Sustainability Ministry (NRES) has achieved a significant milestone in its sustainability and digital governance agenda with conferment of the Carbon Neutral Computing Services (CNCS) Sustainability Certificate.

This achievement was delivered through a public-private collaboration involving Starza Corp Sdn Bhd, ICT Zone Asia Bhd which is Malaysia’s pioneer in technology financing (TechFin) solutions and US tech giant HP.

The certificate was presented during the NRES Big Data Analytics Steering Committee Meeting 2025 chaired by secretary-general Datuk Dr Ching Thoo a/l Kim.

Formalised by Starza Corp which is the Ministry’s ICT equipment provider, the CNCS initiative has successfully offset the carbon footprint of 441 ICT assets which is equivalent to 130.04 tonnes of CO₂ (carbon dioxide).

This reduction aligns with the annual greenhouse gas emissions of approximately 27.6 passenger vehicles.

The CNCS initiative demonstrates how sustainability can be practically integrated into government operations, thus supporting Malaysia’s Net Zero 2050 aspiration and Malaysia Madani principles, according to Ching Thoo.

On this note, he reminded all ICT suppliers of their responsibility in managing electronic waste (e-waste) responsibly given disposal processes will continue to be monitored by the Department of Environment (DOE) through the existing eSWIS system to prevent environmental pollution.

Starza Corp, a Bumiputera-owned ICT solutions and rental provider, has been tasked to lead the implementation of the CNCS initiative under a green rental and leasing framework.

The programme enables NRES to modernise its ICT infrastructure while reducing the carbon footprint associated with device usage and improving cost efficiency.

The initiative was powered by ICT Zone which provides the technology financing structure and lifecycle management framework behind the CNCS programme.

As a long-standing strategic partner of Starza, ICT Zone enables subscription-based ICT models that integrate financing, asset lifecycle optimisation and sustainability reporting.

In essence, the group’s role is to ensure sustainability initiatives are supported by a practical and disciplined financing framework.
