Viral clash in airport: MBCA chief charged as Rafizi alleges powerful syndicates at work

MALAYSIAN Border Control and Protection Agency (MBCA) director-general Datuk Seri Mohd Shuhaily Mohd Zain was charged with two counts of assaulting police personnel at Kuala Lumpur International Airport (KLIA).

The two counts were charged under section 323 of the Penal Code for voluntarily hurt to Lance Corporal Faiz Saman and Lance Corporal Ekmal Sofwan at KLIA Terminal 1 on Sept 28. Both lance corporals are from Special Branch.

The incident on Sept 28 was recorded on closed-circuit television (CCTV) and went viral.

Each charge carries a maximum penalty of one year’s imprisonment, a fine of up to RM2,000, or both upon conviction.

Magistrate Khairatul Animah Jelani allowed bail of RM3,000 with two sureties across both charges. The case returns on Nov 25 for case management.

Deputy public prosecutors Shahrizat Ismail and Sazali Omar led the prosecution, while Shuhaily is represented by a team of eight lawyers led by Kitson Foong.

The incident on Sept 28 happened when Shuhaily was conducting an on-site operational inspection at KLIA ahead of the Bahrain Grand Prix event.

The director-general previously alleged that unnamed parties were orchestrating a campaign to tarnish his reputation and discredit the newly formed border agency.

Politics has entered the picture too. During a ceramah in Selayang last night (Oct 20), BERSAMA co-founder Datuk Seri Rafizi Ramli claimed the charge shows how influential certain syndicates are in Malaysia, since Shuhaily would be suspended from his post now that he has been charged in court. – Oct 21, 2026
