According to a video on X by Mohamad Yusof Bin Yahya, the lights and all the maintenance associated with it were done by a female rope access technician and her team.
In the video, the lady described how it took mental and physical preparation in order to fulfill the job scope.

Also, she stated that it was therapeutic to stand atop the tallest building in Malaysia and witness the beauty of the landscape.
Even from an average hill, a hiker could glimpse many of the wonders of the land. Therefore, we really cannot agree with the lady on the sweeping view she must have found at the peak of the Petronas Twin Tower.
The lady added that the memory of her work would return to her whenever she watched the light display coming from the iconic building.
