GEORGE TOWN: Adopting the 3E approach (Evaluation, Enforcement and Education) is significant in re-opening the economy, says Penang state executive councillor Yeoh Soon Hin.
He said the 3E approach announced by Chief Minister Chow Kon Yeow was important to achieve a win-win situation in the state’s efforts to restore the economy while minding public safety.
“Evaluation is to assess and ensure the sectors reopen gradually under certain standard operating procedures (SOPs) such as stricter sanitation management and temperature testing.
“Enforcement refers to supporting enforcement activities in ensuring that the standard health operating procedures are adhered to,” he said in a statement today.
Yeoh said balancing economic recovery efforts and efforts to curb the spread of Covid-19 was important to ensure that there would be minimal disruption to people’s jobs and livelihood once all industries re-open.
“After more than 40 days since the commencement of the Movement Control Order with public health as the priority, the economy needs to be gradually restored to avoid great economic losses which will affect employment.
“However, we cannot rashly resume economic activities without preparation as this will risk jeopardising the efforts made thus far,” he said.
Yeoh also pointed out that the decision by the chief minister was to ensure that businesses and people have sufficient time to do the necessary in preparing the SOPs, including hygiene management and disinfection which has now become the ‘new normal’.
He urged the sectors to be patient and abide by the state government’s instructions before fully resuming work on May 13, as well as not to make light of the situation when it comes to preventive efforts. – May 5, 2020, Bernama
